OWCP Claim Roadmap

Federal Workers' Compensation can feel like a collection of unrelated forms and decisions. This roadmap puts the pieces in order so an injured federal employee can see where the claim begins, what medical evidence is needed, what happens during disability and return to work, and where permanent impairment may eventually fit.

See the Claim as a Process, Not a Pile of Forms

Not every claim travels through every stage, and individual cases can branch in different directions. But this structure gives visitors a practical mental model for understanding what usually comes next and which Ellis Clinic resource explains it.

01
STAGE 01

THE WORK EVENT

Something happened—or developed—because of federal employment.

One workday or shiftA specific incident or series of incidents during one workday/shift generally points toward CA-1.CA-1 GUIDE
More than one workday or shiftContinued or repeated exposure over a longer period generally points toward CA-2.CA-2 GUIDE
First fork: CA-1 and CA-2 are not interchangeable labels. The time pattern of the work factor determines the starting claim form.
02
STAGE 02

FILE THE CLAIM

The employee initiates the FECA claim and supplies the factual basis.

CA-1 — Traumatic InjuryIdentify the event, time, place, affected body part/function, and related claim information.CA-1
CA-2 — Occupational DiseaseDescribe the repeated work factors and the timeline of exposure and awareness.CA-2
Occupational disease: CA-2 claimants should also review the applicable CA-35 evidence checklist for the type of disease claimed.
03
STAGE 03

BUILD THE MEDICAL EVIDENCE

The claim form says what is being claimed. The medical evidence explains what medically happened.

Diagnosis + objective findingsDocument the medical condition with examination findings and appropriate testing.CA-20
Causal relationshipExplain how the work event or exposure caused, contributed to, or aggravated the diagnosed condition.CAUSATION
Initial treatment authorizationA qualifying traumatic injury may involve CA-16 authorization for initial examination/treatment.CA-16
Work restrictionsWhen capacity is limited, communicate specific medically supported restrictions.CA-17
Core idea: OWCP may request additional factual or medical information when the existing record is not sufficient to adjudicate the claim.
04
STAGE 04

OWCP ADJUDICATION

OWCP reviews whether the claim meets the requirements for FECA coverage.

Claim acceptedAccepted conditions become the basis for authorized medical care and any supported benefits.OWCP OVERVIEW
More evidence requestedOWCP may develop the claim by requesting missing factual or medical information.HANDOUTS
Claim deniedA formal denial explains the basis for the decision and provides appeal rights and applicable time frames.OWCP RESOURCES
Some conditions acceptedWhen multiple conditions are claimed, OWCP may accept supported conditions while denying others.
Important: An accepted claim does not automatically establish every later period of disability, every treatment request, or every additional medical condition.
05
STAGE 05

DISABILITY & WAGE LOSS

If the accepted condition prevents work, medical support and compensation paperwork become central.

Traumatic injury / COPQualifying CA-1 cases may involve Continuation of Pay, limited to a maximum of 45 calendar days.CA-1 / COP
CA-7 wage lossCA-7 is used to claim disability compensation for supported periods of wage loss.CA-7
Continuing disabilityEach claimed period of wage loss needs medical evidence showing disability due to the work-related condition.MEDICAL EVIDENCE
Occupational diseaseCOP is not payable in occupational-disease claims; CA-7 is used for compensation when disability begins.CA-7
If disability continues: DOL guidance says CA-7 is generally submitted every two weeks until OWCP instructs otherwise.
06
STAGE 06

RECOVERY, RESTRICTIONS & RETURN TO WORK

The question may change from 'Can the employee work?' to 'What work can the employee safely perform?'

Duty statusCA-17 communicates physical limitations and current work capability.CA-17
Musculoskeletal capacityOWCP-5c can provide more detailed functional information for musculoskeletal conditions.OWCP-5c
Modified dutyIf the agency provides work within medically supported restrictions, return-to-work obligations may apply.WORK RESTRICTIONS
Full dutyThe physician should update work status when the employee can return without injury-related restrictions.
Medical function matters: useful restrictions are specific enough to translate the condition into actual work capacity.
07
STAGE 07

RECURRENCE OR NEW EVENT?

Symptoms or disability can return after an employee has resumed work or treatment has ended.

True recurrenceA spontaneous change related to the accepted condition without a new intervening injury or exposure may be a recurrence.CA-2a
New work eventA new incident may require a new CA-1 rather than a recurrence claim.CA-1
New repeated exposureNew or continued exposure over more than one shift may raise a new CA-2 issue.CA-2
Medical recurrenceAdditional treatment may be needed after release from treatment because of the accepted condition.RECURRENCE
Do not collapse these together: recurrence, a new traumatic injury, and a new occupational exposure are different claim paths.
08
STAGE 08

MMI & PERMANENT IMPAIRMENT

After the condition becomes medically stable, permanent impairment may become the next issue.

Maximum Medical ImprovementSchedule Award impairment is evaluated after MMI has been reached.SCHEDULE AWARDS
Impairment ratingThe physician documents permanent impairment using the applicable FECA requirements.IMPAIRMENT
Schedule Award filingUse the current OWCP filing instructions in effect when requesting a Schedule Award.CA-7
Estimate compensationUse the Ellis Clinic calculator to understand the basic relationship between scheduled weeks and impairment percentage.CALCULATOR
Not every accepted condition produces a Schedule Award. Schedule Awards apply to permanent impairment involving scheduled members, organs, or functions covered by FECA.
WHERE AM I IN MY CLAIM?

Jump Straight to the Problem

NEW CLAIMI was just injured.

Determine whether the facts fit CA-1 or CA-2 and start building the medical evidence.

CA-1 · CA-2
MEDICAL EVIDENCEOWCP wants more evidence.

Focus on diagnosis, objective findings, causal relationship, disability, and medical rationale.

CA-20 / MEDICAL EVIDENCE
OUT OF WORKI can't return to duty.

Review wage-loss documentation, CA-7, and the medical evidence supporting disability.

CA-7
LIMITED DUTYI can work, but not normally.

Translate the condition into specific restrictions and functional capacity.

CA-17
RETURNED TO WORKMy condition got worse again.

Determine whether this is a recurrence or a new work injury/exposure.

CA-2a
PERMANENT LOSSI've reached MMI.

Learn how permanent impairment and Schedule Awards fit into the FECA claim.

Roadmap note: This is an educational navigation tool, not a prediction of how an individual OWCP claim will be decided. Claims can skip stages, return to earlier stages, or involve additional issues such as second-opinion examinations, referee examinations, appeals, vocational rehabilitation, or loss of wage-earning capacity.
